Ponomarev noted that Arkady Rotenberg belongs to the third circle close to Putin. He is a fairly close and trusted person to whom the Russian president entrusts especially important state orders, such as the Crimean bridge, said the former State Duma deputy.

Arkady Rotenberg is a Russian oligarch who owns a large number of businesses, including the Ministry of Fertilizers, more than 75% of whose products were previously exported, half of which was supplied via the Togliatti-Odesa pipeline.
Another Russian product was transported through this pipe – ammonia, which is produced at the TogliattiAzot plant. It belongs to another Russian oligarch, Dmitry Mazepin.
A few days before the war in Ukraine, Mazepin talked to Russian President Putin and promised to “surrender” Odessa in exchange for control of the OPP.
It will be recalled that back in 2015, the Mirror of the Week newspaper stated that Dmytro Mazepin was negotiating the purchase of the Odessa Port Plant.
