NATO Secretary General Jens Stoltenberg, who arrived at the summit, recalled that in 2010 at the NATO summit in Lisbon, Russia participated in meetings there. “This will not happen now,” he told reporters.
Stoltenberg said he thought NATO leaders in Madrid would agree “that Russia is a direct threat to our security, and that this will be reflected” in NATO’s new strategic concept.
