“We are discussing with close friends about the security guarantees we can give. It is a continuous process. It is clear that it will not be the same if someone were a member of NATO,” Scholz said.
“It is quite clear that this is a matter which is being carefully prepared in the diplomatic sphere for the day, which we hope will soon come, when the war is over,” he added.
Context
The Ukrainian delegation at the negotiations in Istanbul on March 29 conveyed to the Russian side its vision of an international document that would record security guarantees for Ukraine.
The key requirement is that Ukraine’s security guarantees must be similar to Article 5 of NATO. That is, if someone attacks Ukraine, the guarantors must hold consultations within 3 days and provide the necessary assistance: provide weapons, enter their troops and close the sky. Among the guarantors, Ukraine sees the countries of the UN Security Council, in particular Great Britain, China, the USA, France, Turkey, Germany, Canada, Poland, Italy and Israel.
