The Ministry reports that the security agreement for the building is currently being worked out. However, this process is delayed, because there are a number of normative legal acts, which complicates the solution of this issue. In particular, this is the Presidential Decree from 1995, which instructs executive authorities not to transfer state-owned property secured by national institutions of Ukraine to other organizations.
In addition, the church is registered on the balance sheet of the National House of Organ and Chamber Music of Ukraine. And according to the Law “On Culture” and the Resolution of the Cabinet of Ministers “On the Conditions of Transfer of Architectural Monuments to Religious Organizations”, the House of Music must first be moved to another equivalent building.
Also, in the answer of the Ministry of Culture, it is said that “martial law is an objective reason that complicates the quick resolution of the mentioned issue.” The Ministry has developed relevant legislative changes that will allow the procedure of transferring the church to a religious community to begin.

In the Church of St. Nicholas in Kyiv, where a fire broke out in September last year, emergency work has been completed. The cost of emergency works and services amounted to UAH 21,546,802.90
