The Verkhovna Rada adopted draft law No. 7426, which allows local state administrations to use funds from the special fund for the urgent needs of communities. People’s deputy, head of the “Servant of the People” party, Olena Shulyak, reported this in her Telegram,

According to the people’s deputy, the draft law proposes to grant the right to local self-government bodies, local state administrations, military-civilian administrations or military administrations (if they are formed) during the period of martial law to make decisions on:
- Carrying out, as an exception to the provisions of the second part of Article 85 of this Code, expenses not assigned to the relevant local budgets by this Code, and expenses for the maintenance of budgetary institutions simultaneously from different budgets. Such expenditures are made by providing an interbudgetary transfer from the relevant local budget;
- Transfer of funds from the special fund of the local budget (except for own revenues of budgetary institutions and inter-budgetary transfers) to the general fund of the local budget. In case of transfer of funds from the special fund of the local budget to the general fund, as an exception to the provisions of Article 72 of this Code, the local budget may be approved with a surplus from the special fund and a deficit from the general fund by amending the decision on the local budget
The adoption of these changes is expected to ensure the settlement of budgetary relations in the conditions of martial law, given the need for prompt adoption of management decisions by local self-government bodies regarding the allocation of funds to priority needs.

The Verkhovna Rada increased State Budget expenditures by almost 81 billion hryvnias.
