In essence, he (the prince – editor) said that he was not personally responsible for that… I indicated that I thought he was (responsible – ed.),” he said.

Biden also said they discussed energy and that he expects to see action from Saudi Arabia, a major oil producer, in the coming weeks.
Context
The investigation found that Saudi operatives killed and dismembered journalist Khashoggi, who was writing for the Washington Post, in October 2018. His remains have not yet been found.
Erdogan previously said that the “highest levels” of the Saudi government ordered the assassination, although he never directly blamed the crown prince.
But as relations between the countries improved, an Istanbul court suspended the trial of 26 Saudi suspects in connection with Khashoggi’s death in absentia and transferred the case to Riyadh in April.
