The Verkhovna Rada registered a draft law, which provides for the introduction of a system of emergency assistance to the population under the number 112.

The draft law proposes:
• replace the term “emergency call” with the term “emergency communication” (according to EU legislation);
• provide a definition of the terms “emergency service”, “112 system”, “112 information and communication system”, “112 service”;
• grant authority to create and ensure the functioning of the 112 system (communication center “Service 112”, which belongs to the sphere of administration of the Ministry of Internal Affairs of Ukraine);
• to expand the powers of operational dispatch services that accept emergency communications at numbers 101, 102, 103, 104;
• to establish the right to use the information contained in the databases of providers of electronic communication networks and/or services for the 112 service and operational dispatch services that receive emergency communications at the numbers 101, 102, 103, 104;

“The draft law was developed with the aim of providing the population with high-quality and timely assistance, creating conditions for ensuring access to the single telephone number 112 for all persons staying in the territory of Ukraine, including persons with disabilities and persons who do not speak the state language,” it says in the explanatory note to the draft law.
