Latvia submitted an application to the secretariat of the International Court of Justice of the United Nations to join the case of Ukraine against the Russian Federation. “Latvia submitted to the secretariat of the ICJ (International Court of Justice of the United Nations – ed.) an application to join the case regarding accusations of genocide under the Convention on the Prevention and Punishment of the Crime of Genocide (Ukraine vs. the Russian Federation),” Hanna Yudkivska reported.

Yudkivska noted that according to Article 63 of the statute of the court, when it comes to the interpretation of the convention, the participants of which are other states than those participating in the case, each of these states has the right to enter the process. In this case, the interpretation given by the court decision will be equally binding for them.
The Government of Latvia stated that their state, as a party to the Genocide Convention, has a direct interest in the interpretation that may be included in this agreement in a court decision during the proceedings. It was also stated that Latvia wants to provide its explanations regarding the interpretation of the Convention, both in terms of substance and jurisdiction.
Currently, the governments of Ukraine and the Russian Federation have been asked to provide written comments on Latvia’s statement.
