“The Secretary of State wanted to convey a very strong message about our concern that Russia may try to forcibly annex parts of sovereign Ukrainian territory. We have heard very disturbing statements, including in some cases from Foreign Minister Lavrov himself,” Price said.

In this context, the State Department recalled the statement of the Minister of Foreign Affairs Lavrov just a few days ago that “Russia’s geographical goals go far beyond Donbas and potentially include other regions.”
“We found it prudent for Foreign Minister Lavrov to hear directly from Secretary of State Blinken that annexation by force would be a gross violation of the UN Charter, international law, and would entail serious costs and consequences from much of the world,” Price said.
