The Verkhovna Rada in the second reading and as a whole adopted draft law No. 7427, according to which tariffs for gas and heat for Ukrainians will not increase during the war, People’s Deputy Oleksiy Goncharenko reported,

“The Council has established a moratorium on raising tariffs for natural gas distribution services, tariffs for thermal energy (its production, transportation and supply) and services for the supply of thermal energy and hot water,” Goncharenko said in Telegram, noting that “Naftogaz will transfer 264 UAH 3 billion”.

According to the People’s Deputy, the price of natural gas for household consumers is not subject to an increase from the price that was applied in relations between the supplier and household consumers as of February 24, 2022.
A temporary ban is also established on the natural gas supplier to take any actions to force the household consumer to pay the debt.
In order to compensate for the losses of gas market entities, it is assumed:
- to increase revenues and expenditures of the state budget (together with the special fund) by UAH 264.3 billion, that is, it is planned to receive international grant aid in this amount and transfer it to Naftogaz for the purchase of gas
- credit the following income to the special fund:
- proceeds from the payment of dividends accrued on the shares of Naftogaz of Ukraine, owned by the state, based on the results of financial and economic activity in 2022 (64.4 billion UAH);
- advance payment of income tax upon payment of these dividends (11.6 billion hryvnias);
- income from aid programs of the EU, foreign governments, international organizations, donor institutions, which is provided for the purpose of financial support for measures aimed at regulating relations on the natural gas market and in the field of heat supply during martial law and subsequent recovery (UAH 188.3 billion ).
