The document defines the special status of the State Service of Ukraine for Children, as a central body of executive power, as well as legislatively demarcates the powers of central and local authorities and local self-government bodies. The powers of territorial communities in the field of childhood protection and protection of children’s rights are defined. Thus, the field of child protection becomes more orderly, which should reduce the number of violations and abuses.
It should be noted that these changes are part of the Plan for the recovery of Ukraine from the consequences of the war, which provides for the reform of the entire civil service and the sphere of public services, as well as the targeting of social policy, in particular, the creation of a comprehensive ecosystem for the protection of children.
In addition, the law expanded support for children who lost their parents due to the war and establishes that children deprived of parental care include, in particular, those children whose parents do not fulfill their responsibilities for raising and supporting the child due to the parents’ stay in the territories, which are located in the area of military (combat) operations or which are under temporary occupation, encirclement (blockade); children whose parents are wanted as missing or recognized as missing under special circumstances; children whose parents are prisoners of war (held captive by the aggressor state); children whose parents are deprived of personal freedom (detained, taken hostage) by the authorities of the aggressor state (occupation forces or occupation administrations of the aggressor state).

Ukraine’s recovery plan is designed for 10 years and requires total funding of approximately $750 billion. It is expected that during the implementation of the Plan, at least 850 projects will be implemented in various spheres of the country’s life.
These projects are aimed not just at the reconstruction of the destroyed infrastructure, but at the introduction of advanced technologies and high standards of socio-economic life. According to the Secretary of the National Council for Reconstruction, People’s Deputy Danylo Hetmantsev, the Plan includes realistic indicators of economic growth.
