“A network of bomb shelters and shelters will be deployed in Ukraine. From now on, new housing that will be built in Ukraine must have its own bomb shelter or access to a shelter located nearby. This is provided for by our draft law No. 7398, which we adopted as a whole today,” Shulyak said.

Thus, urban planning documentation at the regional and local levels, according to the people’s deputy, should contain a section on engineering and technical measures of civil protection. Approval of urban planning documentation in the absence of such a section is prohibited. Also, the draft law emphasizes that access to shelters should be given in particular to groups of the population with limited mobility and persons with disabilities.
And this document also stipulates that during the period of martial law and within a year from the date of its termination or cancellation, in multi-apartment buildings that have been put into operation, for which there are technical conditions, but the procedure for connecting to electric networks has not been completed, electric energy for technical purposes ( general household needs) is sold at prices determined as for a collective household consumer.
“Simply put: the electricity tariff for the developer is higher than the tariff for the population. Now, until the house is connected, the tariff is calculated as for the developer, and people are forced to overpay. The norm adopted in the draft law eliminates this problem,” Shulyak said.
