“Amnesty International deeply regrets the alarm and anger caused by our press release about the tactics of the Ukrainian military,” said an email to Reuters.
“Amnesty International’s priority in this and any other conflict is to ensure the protection of civilians. Indeed, this was the sole purpose of releasing this latest study. While we fully support our findings, we regret the pain caused.”

In an email on Sunday, Amnesty said it found Ukrainian forces near civilian homes in 19 towns and villages it visited.
“This does not mean that Amnesty International holds Ukrainian forces responsible for violations committed by Russian forces, or that the Ukrainian military is not taking adequate precautions in other parts of the country,” the statement said.
“We have to be very clear: nothing that we have documented in any way justifies violations by Russia.”
