Demchenko noted that the State Border Service operates exclusively within the limits of the current legislation, which regulates the crossing of the state border of Ukraine, including the inspection of persons studying abroad.

“Repeated attempts to use forged documents were discovered so that this category of persons could go abroad. In total, during the past month alone, we (were – ed.) recorded about 3,500 people who arrived at checkpoints and indicated the purpose of their trip as studying outside Ukraine, and about half of them did not have the proper documents to cross the border, and about 500 of them tried to use fake documents,” said Demchenko.

The network complains that students of foreign educational institutions are not allowed to go abroad.

Students of foreign universities are not subject to mobilization, but must fulfill several conditions when going abroad.
Graduates of professional pre-higher and higher education, assistant trainees, postgraduate students and doctoral students who study full-time or dual forms of education (students, trainees) in educational institutions abroad and were in the territory of Ukraine at the time of the announcement of mobilization, and could not in the established in order to leave Ukraine to continue their studies – have the right to leave Ukraine if :
- student card or student visa;
- translated and notarized documents about the person’s studies at a foreign university;
- military registration documents with a record of granting them a deferment from conscription (conscription upon mobilization);
- a certificate issued by the territorial center of recruitment and social support for going abroad for students of professional pre-higher and higher education, trainee assistants, post-graduate students and doctoral students studying abroad on full-time or dual forms of education.

Demchenko reported that the DPSU does not keep statistics on the number of men who cross the border, but they do not release more than 100 people every day.
