There is no unity in the Verkhovna Rada on allowing men who do not have military experience to travel abroad. However, martial law is in the country, and at any time the state may need to mobilize men who have not served, but the Armed Forces will need their qualifications. This was announced at a briefing by People’s Deputy, member of the Verkhovna Rada Committee on National Security, Defense and Intelligence Fedor Venislavsky .

“There is no unity among the people’s deputies of Ukraine in the understanding of whether it is worth liberalizing the possibility of traveling abroad of certain categories of persons who do not serve in the Armed Forces, who have not served and do not have military skills. However, as the President noted, all citizens are equal. The main task of the entire Ukrainian people is to preserve our statehood, independence and territorial integrity. And although today there is no urgent need for additional mobilization of men or military duty to the Armed Forces or other components of the defense and security sector, conscription for military service is periodically carried out for mobilization,” Venislavsky said.
He added that mobilization is currently mandatory. At any time, there may be a need for additional mobilization of a specific category of persons, including those who have not served in the military, but who have specialties that are in dire demand in the armed forces or the security and defense sector. Therefore, this issue is still being discussed and will not be resolved in the near future.

President of Ukraine Volodymyr Zelenskyy responded to an electronic petition to lift the ban on leaving Ukraine for men aged 18 to 60 without military experience.
