The U.S. State Department is discreetly making it clear to Congress that it is seriously concerned that Russia may be recognized as a state sponsor of terrorism. Writes about it Politico .

To date, U.S. officials have not openly opposed the recognition of Russia as a state sponsor of terrorism, but note that the current U.S. sanctions and export controls on Russia are almost equivalent to what the bill to recognize as a sponsor of terrorism provides.
Several sources familiar with the matter report that state department officials have conveyed their concerns about the passage of the bill to congressional offices in recent days. In particular, they fear that russia’s inclusion in the list of sponsors of terrorism could jeopardize an agreement to allow grain vessels to leave Ukrainian ports. Officials believe there is no guarantee that the Kremlin will fulfill its obligations if the United States so directly targets Russia.
In addition, recognizing Russia as a sponsor of terrorism would actually mean that U.S. citizens would not be able to participate in that country’s business. This will affect the economic relations that the United States supports, such as with regard to nuclear materials.

On July 27, the US Senate unanimously approved an optional resolution calling on US Secretary of State Antony Blinken to include Russia in the list of sponsors of terrorism.
