The law, as noted, harmonizes Ukrainian legislation regulating legal relations in the field of medicines in Ukraine with the normative legal acts of the European Union. It also introduces uniform terminology and rules for regulating the pharmaceutical market.

“The updated Law “On Medicines” implements the best European practices of regulating the pharmaceutical industry… At the same time, a comprehensive update of the legal framework is an opportunity for both the regulatory system and business to introduce new practices of work in a European way, to update and unify market rules. This will help improve the availability of medicines for Ukrainians around the world, as well as better protect their rights as consumers,” said Minister of Health Viktor Liashko.
The updated law defines:
- conditions of creation, pharmaceutical development, preclinical studies, clinical trials (studies), state registration of medicinal products;
- conditions of production, production (manufacture) in a pharmacy, appointment, use, import, wholesale and retail trade, remote trade, quality control, pharmacovigilance of drugs;
- rights and obligations of legal entities and individuals, as well as the powers of public authorities and officials in the relevant field;
- creation of conditions for the development of the pharmaceutical industry, the formation of a favorable investment climate, overcoming technical barriers in the international trade in medicines;
And:
- improve the protection of the rights, health and interests of consumers;
- will reduce the level of corruption in the pharmaceutical market.
The law will also regulate the operation of online pharmacies, as it establishes rules for remote trade in medicines to the population and supports extraterritoriality of delivery.

On July 28, the Verkhovna Rada of Ukraine adopted a draft law that provides for a new version of the law on medicines.
