Western intelligence officials and security analysts say a number of factors limited the influence of Russian hackers during the war. But many point to US-led efforts to share intelligence, train Ukrainian personnel in cybersecurity, bulletproof Ukraine’s network and strengthen its critical infrastructure against cyberattacks. It also fueled interest in wider international cooperation.
On Thursday, Ukraine’s Cyber Defense Agency announced a new memorandum of cooperation with Romania in the field of cyber defense to expand the exchange of information on cyber incidents and vulnerabilities, among other areas of cooperation. The announcement followed a similar announcement between Ukraine and Poland last month.
The U.S. Army Cyber Command deployed cyber defense teams to allied nations, including Ukraine, last year to identify threats to mission-critical computer networks and train those nations how to protect them. Cyber Command said last month it had completed 35 search operations in 18 countries, including Croatia, Estonia, Lithuania, Montenegro and North Macedonia.
The war has forced some Western countries to at least temporarily set aside some of their differences over technology policy in favor of considering collective cyber security as a top priority.
