The Ministry of Internal Affairs of Lithuania has prepared a concept for strengthening civil defense until 2030, which includes, in particular, preparation for military threats, the press service of the ministry reports .

According to Interior Minister Agne Bilotaite, the field of civil protection has been neglected for many years, so it needs to be fundamentally modernized, especially in the context of the current geopolitical tension in the region. In addition, in practice, preparations were made only for local emergency situations, preparation for military threats was not considered in principle.

“The lack of a unified and clear strategy, low funding, lack of leadership at the state level have revealed systemic deficiencies in the field of civil protection. I believe that the developed new concept will lay new solid foundations for the civil protection system. The anti-crisis management and civil protection system should work harmoniously and efficiently – to protect the life and health of the population, the environment and property. Close cooperation with national defense and mobilization institutions is necessary. It is equally important to strive for a high culture of public self-defense,” the official stressed.
Among the key provisions of the concept are the modernization of the notification system (for this, it is proposed to create a multi-channel communication platform) and an increase in the number of protective shelters (currently enough for 18% of Lithuanians).
The country’s government plans to improve the level of awareness among schoolchildren and students. Thus, it is planned to prepare a separate standardized lesson on the basics of civil protection in educational institutions. In this way, active public information and a preventive educational campaign on the topic of hybrid and military threats will be carried out.
The concept of civil defense prescribes the situation of a possible accident at the Belarusian nuclear power plant. For the next five years, the government needs to allocate 91.5 million euros to prepare for a possible accident.
Also, with regard to improving the work of civil defense, competent civil defense specialists with clear powers and duties will appear in municipalities and ministries. It is expected that 74 operatives will work in all agencies responsible for civil security, and 58 secure workplaces will be established in the operational centers.
The Ministry of Internal Affairs of Lithuania proposes to spend about 200 million euros over the next eight years to implement the concept of civil defense.

The Verkhovna Rada has registered a draft law on changes to the state budget of Ukraine for the current year, which proposes to increase expenditures from the state budget.
