The Verkhovna Rada of Ukraine proposes to introduce free travel for internally displaced persons (IDPs) during the period of martial law. The relevant draft law was published on the parliament’s website .

It is about changes to the Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons”.
The draft law was registered under the number 8020 dated September 12, 2022.
The initiators of the draft law propose to grant IDPs the right to free travel by all types of urban passenger transport, public road transport in rural areas, as well as by rail transport and suburban and intercity buses, during the period of martial law in Ukraine or in some of its localities, including domestic – district, internal and interregional.
For this, citizens will need to present a certificate of registration of an internally displaced person of the prescribed format, and in the case of the introduction of an automated system of accounting for travel payments – also an electronic ticket, which is issued free of charge.

“The adoption of the draft law will make it possible to strengthen the social protection of persons who suffered as a result of the armed aggression of the Russian Federation against Ukraine, and to support internally displaced persons who were forced to leave their homes and seek refuge in other regions of our country,” the explanatory note to the draft law states.
