Since February 24, one of the largest paper mills not only in Ukraine, but also in Europe – Kyiv KPK, has not stopped its work for a single day. Currently, more than 2.5 thousand people work at the plant, which is located in the city of Obukhiv and produces the toilet paper “Obukhiv-65”, known throughout Ukraine, and who have the highest salary in their field – almost 25 thousand hryvnias on average. Even at the beginning of summer, the company complained about unjustified pressure, searches and seizure of documents, ICTV journalists report.
The KKKK is convinced that the conducted searches and accusations about allegedly unpaid taxes and non-transparent procurement of raw materials are a pressure on a successful business.

“If we talk about conducting a pre-trial investigation, then, in my opinion, just as it did not happen then, it is not happening today. Because the pre-trial investigation involves conducting interrogations, seizing or requisitioning documents to check certain facts obtained by operational means – none of this happened at the plant”, said Kostyantyn Pasika, the head of the company’s security service.
The Communist Party of Ukraine stated that they are the largest taxpayer in the Kyiv region. Last year alone, the plant paid almost UAH 960 million to the budgets of all levels. In the current year, 650 million hryvnias have already been paid there. And that’s all – despite the possibility to switch to the simplified taxation system proposed by the Government.
According to Oleksandr Kravchenko, the head of the combine’s board, the Kyiv KPK was able to survive and hold its position on the market during a full-scale war thanks to the support of investors.
Over 20 years, the shareholders of the Austrian-German Pulp Mill Holding invested 350 million euros in the latest equipment. And the profit was directed to the development of the plant.
“We know that first a month’s salary, and then – an advance. There was never any problem with that. Vacations are paid in the same way as before the war (…)
Everything is supported. They try without delay. The same goes for sick leave. People stick to work. And it seems to me that the most important thing for us is time – to have a job”, – employees of the Communist Party of Ukraine told journalists.
Despite all the difficulties, the plant continues to fulfill its social mission: it actively helps displaced people, participates in charity events. At the beginning of the full-scale war, their charity fund provided millions of hryvnias in aid. And also, despite the adopted law, they continue to pay salaries to their employees who are currently defending Ukraine at the front. This is more than 5 million hryvnias every month.
“For our employees who serve in the Armed Forces, the company kept these payments in full. And this is very telling for today. In addition, the KKKK collective is preserved. Despite the opportunity to switch to the simplified taxation system proposed by the Government, here, as before, all taxes continue to be paid in full,” said Oleksiy Dulya, head of the enterprise’s trade union organization.
The situation at KKKP is also watched with concern in the city of Obukhiv, because this enterprise is the largest tax payer and employer of this community. And the main utility company “Energia” and the city’s sewage treatment plants are also located there.
“99% provides our city with thermal energy. In the event of a shutdown of the KPPK, this enterprise will be stopped and the city will be unheated. It will be a great tragedy for the whole city. And how to heat houses and apartments is a big problem,” said Serhiy Klochko, secretary of the Obukhov City Council.
