Latvia will not issue humanitarian visas to citizens of the Russian Federation who avoid mobilization. This was stated by the head of the country’s Foreign Ministry, Edgar Rinkevich .

“For the purpose of security, Latvia will not issue humanitarian and other types of visas to Russian citizens who will try to avoid mobilization,” Rynkevich wrote on Twitter.
He also emphasized that Latvia will not change the restrictions established on September 19 for Russian citizens with Schengen visas for crossing the border.
Context
In his address, Russian dictator Vladimir Putin announced partial mobilization in the Russian Federation from September 21. In this way, it is planned to conscript 300,000 people into the army.
In addition, Putin instructed to ensure the security of “referendums” in Kherson, Zaporizhzhia, Donetsk and Luhansk regions. He declared that these are “historical lands of Novorossiya”, and the decision to join Russia “will be supported”.
