In the final reading, the Parliament of Latvia approved amendments that strengthen the conditions for extending permanent residence permits for citizens of Russia, and also effectively introduced a ban on issuing work visas to Russians. The rules for extending such permits for citizens of Belarus have also been strengthened.

According to the new version of the immigration law, citizens of Russia will no longer be able to obtain a long-term visa to work in Latvia. In general, this amendment means that citizens of Russia will not be able to get a job in Latvia and will not receive a visa.
The number of grounds for obtaining and extending a residence permit in the country by citizens of Russia is limited. This concerns family ties with citizens (or non-citizens — permanent residents) of Latvia, participation in scientific projects, as well as cases when the issuance of a passport is connected with humanitarian considerations or corresponds to the interests of Latvia. Residence permits based on the purchase of real estate in Latvia or investments in the region were previously very popular among Russians, but now they will not be extended at all.
