Analysts at the Institute for the Study of War (ISW) said in a report that the Kremlin is already openly reneging on the promised conditions for partial mobilization just 24 hours after its September 21 announcement.

Russian officials previously said the partial mobilization would affect only 300,000 men and only those with prior military experience. On September 22, the press secretary of the Kremlin, Dmytro Peskov, stated that the practice of serving summonses to detained demonstrators does not contradict the law on mobilization of September 21.
His threat contradicts the Kremlin’s statement that the authorities will refrain from mobilizing people outside the compiled lists of reservists, that is, they will recruit more people without experience.
Western and Russian opposition media reported on cases of Russian military commissars handing out drafts to protesters in Moscow and Voronezh. Russian opposition media also reported on a bank IT specialist who received a draft notice despite never having served in the army or attending military education courses at a university.
A university student in Buryatia has released footage of Russian Guards and military police taking students from classes, reportedly for mobilization, despite the Russian defense minister repeatedly saying that Russian students will not be mobilized.
