More than 67 thousand children in Ukraine are deprived of parental care, or remained orphans. This was announced during a briefing by the Minister of Social Policy of Ukraine Oksana Zholnovich .

“In general, in Ukraine, as of July 1, a little more than 67 thousand children do not have parental care. These are children who are deprived of parental care or orphans. And only 16 thousand can be adopted. That is, they are on the register as can be adopted,” she said.

According to Zholnovich, the data needs to be verified. In particular, adoptions during this period of time occur very carefully, taking into account the circumstances that it is necessary to believe that the child definitely does not have biological parents or close relatives.
“We have adopted several regulatory changes that aim to address problems and challenges within wartime. In particular, a decision was made that allows foster families to take a child who has not yet acquired status to their family within the normal range for the short term. That is, we do not know if she has parents or relatives. But nevertheless, this child is already on his own. She no longer has the actual care. And, in fact, the resolution allows this child to be temporarily transferred to a foster family,” the minister explained.
The Ministry of Social Policy also improved the adoption procedure itself, taking into account the movement of children and taking into account regional records.
“We understand that adoption must take place in the region to which the child is accustomed. But the movement of children around the country has forced us to change this approach. Accordingly, we allow and give the opportunity to adopt a child anywhere in Ukraine, without this geographical reference, and disclose data on children for adoptive parents, including in the city where he is currently staying. Also, some bureaucratic procedures have been resolved with the transfer of documents in order not to delay the adoption process in the case where it is appropriate,” Zholnovich explained.
Another adopted resolution allows you to complete the adoption procedure fully when it comes to court.
“When all the practical actions were taken to ensure that the child received a family and parents, but as a result of the evacuation, he also found himself abroad. Accordingly, these procedures are also regulated. When a court decision is made in favor of parents and granting them the status of adoptive parents, it is even possible to take this child from abroad,” the minister says.
A resolution was also approved that allows the digitalization of the stages and procedure for contacting the authorities in order to become an adopter. Currently, a special training program for adopters has been unified.
Zholnovich also said that a procedure for permanently providing supervision to families who adopted a child is currently planned.
“Currently, we are also responding to the needs of foster families and family-type orphanages in areas where there is active hostilities. We see what can happen at any given moment,” the head of the department said.

According to the Prosecutor General’s Office, more than 1177 children were injured as a result of a full-scale Russian invasion of Ukraine, of which 397 children died.
