Growing domestic criticism of Russia’s “partial mobilization” is likely forcing Russian President Vladimir Putin to blame the Russian defense ministry and, in particular, Russian Defense Minister Sergei Shoigu, according to another report by the Institute for the Study of War (ISW) .

The Institute notes direct criticism of the Mo Russian Federation from the head of the Kremlin, which was accompanied by a decree of October 5 to clarify the mobilization.
“This direct criticism of mo is also an implicit criticism of Shoigu, whom Putin seems to be setting up to take the blame for the failures of Putin’s invasion of Ukraine,” the ISW notes.
They also mention that the chairman of the Russian State Duma’s defense committee, retired Colonel-General Andrei Kartapolov, also came out with criticism of the Russian Defense Ministry – “another blow to shoigu.” “One Russian milblogger said kartapolov’s comments demonstrate that shoigu will soon be ‘demolished’ and ‘found to be the main culprit’ of Russia’s military failures,” the Institute said.
“Putin is likely to refrain from firing Shoigu as long as he can to continue blaming Shoiga for ongoing military failures and enlist the support of other factions,” analysts said.
Whoever succeeds Shoigu, as stated, “must take responsibility for the failures that will occur after his tenure begins.”
“Putin is already working to strengthen his support among nationalist bloggers and security forces, such as prigozhin and Kadyrov,” the Institute added.
