“In our view, the United States should, working alongside NATO allies and other responsible countries around the world, including China and India, send a very clear and decisive message to Russia that they should not consider using nuclear weapons in this conflict,” Sullivan said.
He also noted that the United States would not make any distinctions in its response to Russia’s use of any form of nuclear weapons.
Sullivan, when asked if Washington would somehow react to the use of tactical nuclear weapons than to a large-scale attack, said: “The use of nuclear weapons on the battlefield in Ukraine is the use of nuclear weapons on the battlefield in Ukraine, and we will not make gradations… The idea that there are some differences in the use of it here, I believe, is a dangerous representation.”

In March, Russian dictator spokesman Dmitry Peskov said Russia could use nuclear weapons “only if there is a real threat to the country.”
Russian dictator Vladimir Putin, in his address to the Russians, said that he would defend the territorial integrity and independence of the Russian Federation by all available means – he did not rule out the use of nuclear weapons.
Russian Foreign Minister Sergei Lavrov said that all Russian laws and doctrines, including nuclear, would apply to the territories of Ukraine annexed through fake “referendums” if they were enshrined in the Russian Constitution.
After the relevant statements, it was reported that Ukraine’s Western allies were thinking through plans to respond in case Putin began to implement his nuclear threats against Ukraine and non-publicly sending warnings to the Kremlin about possible consequences.
US President Joe Biden believes that Russian dictator Vladimir Putin will not use nuclear weapons.
“I don’t think he’ll do it,” the U.S. leader said, when asked if the Russian dictator would use tactical nuclear weapons.
“I think he’s irresponsibly talking about it, the idea that the world leader of one of the world’s largest nuclear powers says he can use tactical nuclear weapons in Ukraine,” Biden added.
At the same time, the Pentagon said that Putin had not yet made a decision on the use of such weapons.
