The European Commission intends to offer a package of assistance for Ukraine to help cover its budget expenditures in 2023, but key details, including the total amount, although currently proposed 18 billion euros, and how much Kyiv will have to return, remain uncertain, citing the draft document, POLITICO reports .

The Ukrainian government estimates that it will need $3.5 billion a month next year, and the U.S. has pledged $1.5 billion.
According to the project, which POLITICO has read and which is dated October 10, the European Commission says that “the EU will assume its share of this responsibility”, and offers monthly payments of 1.5 billion euros during 2023, or 18 billion euros a year, in the form of loans and grants.
The assistance will be provided in exchange for Ukraine’s commitments to a “strong rule of law, measures to combat fraud and corruption,” the newspaper writes.
The package is due to be submitted on October 26, although a date has yet to be confirmed, according to three EU officials.
However, key questions remain. The numbers are listed in parentheses, which means they can still change, and so far there is no decision on how much of the package will be in the form of loans compared to grants that do not need to be repaid, officials said.

Kyiv and Washington criticized the European Union for delaying aid to Ukraine, as only 1 billion euros had been paid by October 18 out of the 9 billion euros promised by the bloc. On October 18, Ukraine received another EUR 2 billion in aid from the EU.
