Students of four categories will be transferred to state-procured places – in particular, this will affect residents of particularly dangerous territories. This decision was made by the government .

“Today, on October 21, 2022, at a regular meeting of the government, a decision was approved on the Procedure for transferring certain categories of applicants for professional pre-higher, higher education who were enrolled in training until 2021, inclusive, to places financed by individuals or legal entities at the expense of the state budget,” the message says.
This category reportedly includes:
- children of the fallen defenders of Ukraine: children (persons from their number under the age of 23) of the deceased (deceased) persons specified in Article 10-1 of the Law of Ukraine “On the status of war veterans, guarantees of their social protection” (category 1);
- combatants and persons with disabilities as a result of war: persons recognized as combatants, persons with disabilities as a result of the war in accordance with the Law of Ukraine “On the status of war veterans, guarantees of their social protection” (category 2);
- children of combatants: children (persons from among them under the age of 23) combatants, persons with disabilities as a result of the war in accordance with the Law of Ukraine “On the status of war veterans, guarantees of their social protection” (category 3);
- residents of particularly dangerous territories: persons residing in (moved from) the territory of Ukraine temporarily occupied by the Russian Federation under martial law, on the territory of territorial communities located in the area of military (combat) actions or who are in temporary occupation, surrounded (blocked) on the territory of territorial communities, which as of October 15 and February 15 of the corresponding year are included in the list, approved by the Ministry of Reintegration (category 4).
“Transferring tens of thousands of students to budget places in the coming months will require great organizational efforts and financial support from the state. The President of Ukraine instructed the Ministry of Education and Science of Ukraine and other state customers to carry out this work in a short time and continue it in the future,” said the Head of the Ministry of Education and Science Serhii Shkarlet.
