“Today, on November 3, the dispatching center of NPC Ukrenergo provided distribution network operators (oblenergos) with volumes to limit power supply: emergency shutdown schedules (GAV) continue to operate in Dnipropetrovsk, Zaporizhia and Kirovohrad regions,” the message says.
Such restrictions on power supply are applied to all categories of consumers.
“For consumers in the city of Kyiv, Kyiv, Chernihiv, Cherkasy, Zhytomyr, Sumy, Kharkiv and Poltava regions, there are schedules of hourly outages (GPV),” the message says.
In this format, it is the responsibility of the local distribution network operator (oblenergo) to provide information on the timing of outages of a particular street or district.

Consumption restrictions are necessary to reduce the load on the grid, ensure sustainable balancing of the power system and avoid repeated accidents after the power grids were damaged by rocket attacks and attacks by Russian drones, the company said.

With the advent of cold weather, Russia has targeted energy facilities in Ukraine. After massive Russian strikes since October 10, a third of Ukraine’s energy infrastructure has suffered. After another attack on October 22, Ukrenergo reported that the scale of damage from the strikes was comparable or greater than the consequences of October 10-12. To stabilize the situation, rolling blackouts were introduced.
On the night of October 27, Russia again attacked Ukraine’s energy infrastructure. After that, Ukrainians were imposed stricter and longer-term restrictions on power supply. On October 31, in the morning, Russia again struck at Ukraine’s energy infrastructure facilities, after which emergency restrictions were imposed.
So far, Russia has already damaged about 40% of Ukraine’s entire energy infrastructure.
