Russian dictator Vladimir Putin has signed a law according to which Russians with unexplained or outstanding convictions for some serious crimes can be called up for military service as part of mobilization.

There are exceptions to the decree – persons who have an unexplained and outstanding criminal record for a crime against the sexual integrity of a minor, committing a terrorist attack, taking hostages, organizing an illegal armed group, stealing air, water or rail transport are allegedly not subject to conscription.
In addition, they allegedly cannot mobilize those convicted of state council, espionage, encroachment on the life of a statesman, forcible seizure of power, armed insurrection, public calls for extremist activities.

On October 28, Russian Defense Minister Sergei Shoigu reported to Putin about the completion of “partial mobilization.”
Despite the announcement of the completion of mobilization, Russia continues to conduct it in a covert mode.
