The withdrawal of Russian troops from the Ukrainian city of Kherson is an “extraordinary victory” for Ukraine, US President’s National Security Adviser Jake Sullivan said on Saturday.
Sullivan added, however, that he had not yet confirmed Russia’s claim that it had withdrawn its troops from the west bank of the Dnieper in the Kherson region, leaving the only regional center captured during the invasion of Ukraine.

“But it looks like the Russians have completed this withdrawal,” he told reporters aboard Air Force One as U.S. President Joe Biden was on his way to a summit in Cambodia. “And it seems that Ukrainians have just won an extraordinary victory when the only regional center captured by Russia in this war is now under the Ukrainian flag again.”

Sullivan rejected pressure on Zelensky to show openness to peace talks with Moscow, saying Ukraine is a “party to peace” in the conflict and Russia is a “party to war.” According to him, Russia can end the war simply by leaving the territory of Ukraine, while if Ukrainian forces stop fighting, “it will be the end of Ukraine.”
