The unexpected death of longtime Boryspil Mayor Anatoliy Fedorchuk, who won the October 25, 2020 election, has caused a run-off on January 17.
17 candidates will run for mayor again, which indicates a serious interest from the political elites, who did not show themselves before, because in fact they had no chance to fight the now deceased Anatoliy Fedorchuk. Consideration of candidates for the post of mayor of Boryspil will be conducted in alphabetical order.
1. Vladislav Baichas
Vladislav Baichas ran for the Servant of the People party in the last election, receiving just under 10% of the vote and finishing third, but this time he is running for office. Probably, this is due to the fact that a coalition of Batkivshchyna, OPZZh, Sluga Narodu and Nash Krai parties was formed in the City Council, which supported Baichas, the secretary of the council, as the only candidate for mayor.
In general, Baichas is a very famous and colorful character in Boryspil, who for the most part always accompanied the figure of Serhiy Mishchenko, an ex-MP who is gradually losing his position in the 98th constituency, where he was repeatedly elected to the Verkhovna Rada. It should be added that Mishchenko and Baichas remain friends, godparents and business partners.
Since 2007, Baichas has been listed as Mishchenko’s aide, when the latter was a member of the BYuT faction, but after Yanukovych came to power, both were quickly repainted. In 2010, Baichas became a deputy of the Boryspil District Council for the first time, which he then headed. Then Baychas joined the ranks of the ” Party of Regions “, arguing that the government should be monolithic. In 2014, due to the revolutionary events on the Maidan, he resigned. Interestingly, in the 2015 local elections, Baichas was led by the pro-government BPP – Solidarity party, and was re-elected chairman of the district council.
Baichas’ last name became widely known due to a scandalous accident in 2010 involving his 18-year-old son Dmytro, then a student of the law faculty of the Kyiv National University. Shevchenko. As a result of road accident the woman, the driver of the second car suffered. Baichas’ son is currently working in the capital’s prosecutor’s office.
In addition to politics, Baichas was actively involved in business. Since 1992, he has worked in the field of fuel sales. In his interview, Baichas said that the image of the bandit from the 90s was formed by opponents of People’s Deputy Mishchenko, because they could not know the gaps in the biography of the latter. However, Baichas noted that he had to defend his business many times, as there were cases of extortion and theft of fuel. At the same time, as a former boxer, he solved all the problems on his own.
In 1995 Baychas heads Ltd. ” Nice “, which delivers gasoline. This company was also called a monopolist in the supply of fuel for the airport. Now, according to state registers, the co-owner of the company is the father of the chairman of the district council – Mykhailo Baichas, his wife – Natalia Baichas, and Olga Seraya (mother-in-law of MP Mishchenko), who owns 50% of the company.
In the biography of the candidate featured another interesting company – JSC ” Yevronaftoprodukt ” , which owns the oil base in Boryspil. Now the whole network of gas stations of Boryspil district is connected with the surname Baichas. There are other companies to which Baichas is related – FG ” Kalne “, PE ” Dnipro ” and others.
Media repeatedly wrote that eksnardep Mishchenko Baychas and his associates have a keen interest in the airport ” Borispol “. It was reported that the nearest parking lots to the airport terminals are serviced by the Airport Parking company, the founders of which are Mishchenko’s friends. The company was established in February 2014 and without a competition took over the rights of another Boryspil company – ” TMD Service “. However, the ex-deputy denied all accusations.
In addition to fuel business Baychasa family owned company engaged in real estate (OOO ” Nice Tower “) and huge land fund to the bank of the Dnieper (total land area Baychasiv family is about 70 hectares). 2. Vladimir Borisenko

4. Oleg Voloshin
The man did not take part in the previous elections of the head of the Boryspil community. It is known that he comes from Kagarlyk, where he still lives.
According to the publications, Voloshin from 2002 to 2012 was the head of the circle in the Kagarlyk district center for children and youth creativity. From September 2012 to September 2017 – teacher-organizer of the Kaharlyk district center for children and youth creativity.
In September 2017, he was appointed Deputy Chairman of the Kagarlyk District Council of the 7th convocation. In 2019 he ran to the Verkhovna Rada of ” Radical Party Oleg Lyashko “. From the same party he ran for the head of the Kagarlyk community in the 2020 local elections.
Given that the man has nothing to do with Boryspil, he may be a technical candidate for one of the leaders of the election race.
5. Vladimir Galagan
Self-nominated Volodymyr Galahan did not run in the October 25 mayoral election in Boryspil. He is a resident of the village of Sloboda, Obukhiv district. Presumably, he may also be a technical candidate.
6. Yaroslav Godunok

Despite such an ambiguous biographical train, Godunok twice managed to become a deputy of the Boryspil City Council, and in 2017 he was elected secretary of the city council.

7. Alexander Denisov

8. Dmitry Ivanov

9. Vladimir Kondratenko

10. Irina Nikolaeva
Self-nominated Irina Nikolaeva lives in Borispol and temporarily doesn’t work. Until July 2020, she was a private entrepreneur, in particular providing business and management consulting services. She did not take part in the previous elections.
11. Igor Petrovskis
Candidate Petrovskis is the same immigrant who was beaten in the lobby of the Boryspil City Council by Yaroslav Godunok in 2019. The latter called Petrovskis a separatist, and Goduk’s response a bribe-taker. It should be noted that the candidate Petrovskis held leading positions in the Luhansk region, even Zelensky appointed him head of the Kreminna Regional State Administration.

12. Anna Skorokhod

13. Bogdan Tishchenko
Another self-nominated candidate for mayor of Boryspil. In the October 25 election, the man received the lowest result – 79 votes, or 0.29% of support (which is even less than the ” clones ” of the late mayor Fedorchuk). Most likely, he is a technical candidate.
14. Andriy Khilko
Kyiv resident Andriy Khilko ran for deputies in 219 constituencies last year as a self-nominated candidate, but without success. He is known for suing Volodymyr Zelensky to cancel his registration as a presidential candidate, and later congratulating him on his election.
Interestingly, Hilko is a minority shareholder in a number of banks, including shares in Kredobank, Unicreditbank, Raiffeisenbank-Aval and others.
His name appears in the case of the murder of human rights activist Iryna Nozdrovska. Investigators are investigating Hilk’s involvement in the murder. He was allegedly one of the last to see Nozdrovskaya alive shortly before her death. According to Hilk, the human rights activist asked him to help her in two cases that were falling apart due to the corrupt system of government.
He also heads the charity fund ” Hilko ” which, according to the Foundation page on Facebook, fights for the improvement of the park “Youth” on the capital Borschagovke. He did not run for mayor of Boryspil in 2020.
15. Victor Tsizdin
Self-nominated Viktor Tsizdyn is currently unemployed and lives in Boryspil. His wife worked as the chief specialist of the settlement department of the Main Department of Housing and Communal Services of the Executive Committee of the Boryspil City Council. He did not run in the October 25 election.
16. Victoria Shevts
The woman is running for mayor as a self-nominated candidate, although she was elected a deputy of the City Council from the ” Servant of the People ” party. Chairman of the Christian youth public organization ” Trumpet”.
In 2015 he ran the Kyiv Regional Council of the 7th convocation of the party ” Power of People ” . She worked as the director of the creative agency “Print Studio” and the agency for organizing events “Creative Forge”.
17. Yaroslav Shevchenko
It is known about the candidate that he was born in the city of Cherkasy, now lives in Kiev. He is 29 years old, according to the CEC – a lawyer. Nothing is known about the previous ballots, so we assume that he is one of the technical candidates.
