Generators, transformers and spare parts will be delivered to Ukraine within a few days or weeks, US Secretary of State Antony Blinken said Wednesday at a meeting of NATO foreign ministers in Bucharest .

“As Ukraine continues to gain momentum on the battlefield, President Putin has focused his anger and fire on the civilian population of Ukraine,” Blinken said at a news conference. “Over the past few weeks, Russia has bombed more than a third of Ukraine’s energy system, plunging millions of people into the cold, into darkness, at a time when low temperatures have set.”
“Heat, water, electricity, for children, for the elderly, for the sick – these are the new goals of President Putin. He inflicts serious blows on them, – said the US Secretary of State. “This ill-treatment of the people of Ukraine is barbaric.”
On Tuesday, the U.S. government promised to provide more than $50 million in equipment to support Ukraine’s electrical system. Blinken said Wednesday that the equipment — generators, transformers, spare parts — will be delivered to Ukraine “not within a few months, but in a matter of days or weeks.”
Blinken said the attacks on civilian infrastructure were part of Putin’s “plan” aimed at “freezing and starving Ukrainians, forcing them to leave their homes,” raising energy and food prices around the world, “and then trying to split our coalition.”
“President Putin believes that if he can simply raise the price high enough, the world will abandon Ukraine, that he will leave them to the mercy of fate. His strategy hasn’t worked and won’t work,” Blinken said.
Allies are aware that “standing up for Ukraine means incurring heavy costs,” Blinken said, “but the price of inaction will be much higher.”
Blinken said diplomacy would be needed to completely end Russia’s war in Ukraine, but noted that “Russia’s brutal attacks on Ukrainian civilians are the latest demonstration that President Putin is currently not interested in meaningful diplomacy.”
“The best way to really accelerate the prospects of genuine diplomacy is to support our support for Ukraine and continue to tilt the battlefield in its favor,” Blinken said. “It will also help ensure that Ukraine has the strongest possible negotiating position and a trump card up its sleeve when it reaches the negotiating table.”
“If Russia does not stop its aggression, this is the only way to a just and lasting peace,” Blinken said.
