The Ministry of Culture and Information Policy of Ukraine plans to file an appeal against the decision of the District Administrative Court of Kyiv, which canceled the order to include the building “Flowers of Ukraine” in the register of cultural heritage monuments.

“Today it became known that the District Administrative Court of Kyiv canceled the order of the Ministry of Culture and Information Policy No. 625 of August 6, 2021. The consideration of the case took place according to the rules of simplified legal proceedings without notifying the parties to the case. In accordance with the legislation, the Ministry of Culture and Information Policy is waiting for a court decision to file an appeal,” the message says.
The MCIP noted that “Flowers of Ukraine” is a unique monument of cultural heritage in the style of late modernism, which is a work of Levchuk, Goncharenko, Lavrov, Odaynyk and others, and also has an impact on the development of the cultural environment of Kyiv.
“As of today, “Flowers of Ukraine” remains a cultural monument and has a protected status. We emphasize that the order of the MCIP was issued lawfully and in compliance with the provisions of the law “On the Protection of Cultural Heritage” in accordance with the powers of the MCIP. According to part two of Article 30 of the law, the regulations of the cultural heritage protection bodies are mandatory for all legal entities and individuals,” the message says.
This means that the preservation of “Flowers of Ukraine” is a priority task in the context of the general preservation of cultural heritage for future generations, the MCIP explained.

In July 2021, it was reported that the dismantling of the building “Flowers of Ukraine” on Sich Riflemen Street, 49, began in Kyiv. In its place they plan to create a shopping and office center.
Subsequently, the Department of Cultural Heritage Protection added the building “Flowers of Ukraine” to the list of cultural heritage sites in Kyiv.
On December 2, the OASC canceled the decision to include “Flowers of Ukraine” in the register of cultural heritage monuments.
