Russian dictator Vladimir Putin continues to spend his budget on the war in Ukraine and is likely to stop funding other international or domestic campaigns. This is stated in the report of the American Institute for the Study of War (ISW) .

According to the Ministry of Defense of Great Britain, the president of Russia signed a law to allocate more than nine trillion rubles (approximately 143 billion dollars) for defense, security and law enforcement activities in the budget for 2023. According to the World Bank, this amount is about 8% of Russia’s gross domestic product in 2021.
Russia’s defense spending has grown significantly and will account for more than 30% of the country’s entire budget by 2023. In this way, Putin will continue to deplete his budget for the war in Ukraine, which will lead to the cessation of funding for other international or domestic campaigns.
The report noted that Russian troops are transferring equipment and personnel from Syria and Nagorno-Karabakh. Analysts suggest that the Russian army may abandon other military actions and operations in favor of continuing the protracted war in Ukraine.
But the dictator remains unwilling to sacrifice his geopolitical initiatives in the short term and risks facing a financial predicament in which he cannot balance maximalist goals in Ukraine with his global power-projection campaigns.
ISW writes that Putin unsuccessfully tried to restore Russia’s position in Central Asia, proposing the creation of a tripartite alliance between Russia, Kazakhstan and Uzbekistan in late November and at a meeting of the Supreme Eurasian Economic Council in Bishkek.
