Changes in the structure of public transport have been discussed for ten years.
The Verkhovna Rada registered bill No. 4583 “On Amendments to Certain Laws of Ukraine Concerning Socially Important Services for the Carriage of Passengers by Automobile and Urban Electric Transport”, the purpose of which is to eradicate old minibuses in public transport.
The Minister of Infrastructure Vladislav Krykliy wrote on his page in Facebook: “A bill has been registered in the Verkhovna Rada, the goal of which is to put an end to old minibuses in public transport. The adoption of this bill will make it possible to finally demand quality from carriers and leave old and collapsed buses in the past.”
He noted that this bill, in particular, proposes to start purchasing transport services through ProZorro instead of “not always transparent tenders for routes”. In addition, the cities themselves will be able to determine the price and pay for the kilometers served.
“This is how we end the discrimination against beneficiaries, since the carrier already receives money for kilometers. The key word is kilometers, and not “money collected from passengers.” This approach will also make it possible to require carriers not only to service passengers on comfortable buses, but also to establish trackers and validators for electronic payment, “the minister added.
According to the text of the bill, promulgated on the website of the parliament, socially important passenger transportation services should be carried out by buses adapted to transport passengers with disabilities and other low-mobility groups of the population, primarily those who move in wheelchairs.
Buses should be equipped with devices for external sound informing passengers with visual impairments about the number and the final stop of the route, sound and visual (text) systems in the cabin of such buses to inform passengers with visual and hearing impairments about stops, GPS trackers
“The organizer of transportation determines the fare, taking into account economically justified costs and a reasonable part of the profit in accordance with the methodology approved by the central executive body. The revision of the level of tariffs should be carried out in connection with changes in the conditions of production activities and the sale of services that do not depend on the economic activities of the carrier, including in the event of a change in the cost of fuel by more than 10 percent “, – stated in the document.
