Turkish President Recep Tayyip Erdogan has stated the need to start a discussion on creating a new constitution. The head of state said this following a meeting of the Turkish government, according to Anadolu.
“It may be time for Turkey to renegotiate the new constitution. We can start this in the near future, “he said.
According to the President, “this process must be implemented transparently.” “The final text should be submitted to the nation,” Erdogan said.
According to the Turkish leader, the authorities will soon share with the public information about the new reform package, which, in particular, will describe the goals and objectives. “If we reach an agreement on this issue with the People’s Alliance (ruling party), we will soon start working on a new constitution, start taking steps in parliament on legislation, and in the presidential administration on administrative functions,” Erdogan explained.
In April 2017, Turkey held a constitutional referendum. A few months earlier, parliament approved a package of 18 amendments to the constitution proposed by Erdogan. In particular, he proposed abolishing the post of the prime minister, as well as giving the president the right to personally appoint ministers, present the budget, nominate a majority of judges of higher courts, and issue decrees that will receive the status of laws. In addition, Erdogan suggested giving the president the opportunity to declare a state of emergency and dissolve parliament.
As a result, just over 51% of the country’s population voted in favor of the constitutional amendments (the majority of residents of large cities, with the exception of Bursa, voted against it). Thus, Turkey moved from a parliamentary form of government to a presidential one. Erdogan argued that constitutional reform is needed to strengthen security in the country, especially after the failed coup in the summer of 2016. The new system, he said, would be reminiscent of the French and American and would bring “calm in times of turmoil.”
