Verkhovna Rada Speaker Dmytro Razumkov said his bill on the Constitutional Court, which was introduced immediately after the president’s draft to resolve the constitutional crisis, was to be an “intermediate step”.
“He was not voted for a number of reasons – he was blocked, I fell ill. We went the other way – created a working group (This group had to find a way out of the crisis and return the electronic declaration of top officials and politicians – ed.). two bills – on the return of electronic declaration and normalization of work, ” Razumkov said.
According to him, the next, third stage is the issue of the CCU. And there, he emphasizes, everything is “much more complicated.”
“In the first reading, the bill on constitutional procedures was not supported and sent for revision. I hope it will return to the hall in the near future, ” said the speaker.
After the decision of CCU about the cancellation of declaration (which, on the recommendation of the Venice Commission, judges of CCU should be checked by the specially created commission with participation of GRP and VKKS, instead of NAPC, – the editor), the president Vladimir Zelensky submitted to Rada as the urgent bill on dissolution composition of the court. Razumkov opposed and, together with a group of deputies, submitted an alternative project to resume e-declaration. As a result, on January 27, Zelensky withdrew his bill from parliament.
On January 28, there were not enough votes in the Rada to support in the first reading the bill on the constitutional procedure, the purpose of which is to solve the problem with the Constitutional Court.
On December 4, the Verkhovna Rada returned criminal responsibility for declaring unreliable information – deputies passed a bill that provides for a fine and restriction of liberty, but not imprisonment. The NAPC criticized the document for “liberalism” and asked Zelensky to veto the law.
