Indicating Restrictions on the Rights of the New Cars!

The Ministry of Internal Affairs proposes to significantly rewrite the procedure for issuing driving licenses and admitting citizens to drive vehicles.

Basically, the changes concern the rules for confirming driving skills and the procedure for conducting practical exams.

The draft Ministry of Internal Affairs introduces a second addition to the regulation on the procedure for issuing driver’s licenses. It contains codes that, instead of the currently valid pictograms, will be recorded in column “12” of the license in order to indicate additional information about the driver or restrictions imposed on him.

In addition to the aforementioned medical data (on the mandatory use of lenses, prostheses, etc.), the certificate may begin to indicate 76 designations about the mandatory design of a controlled vehicle (modified transmission, knee-operated brake, an additional set of parallel pedals, etc.).

In the same column, drivers who passed the exam in a car with an automatic transmission will have a corresponding mark.

Restriction codes are as follows:

control only during the daytime (for example, starting one hour after sunrise and ending one hour before sunset);

control only within a radius of __ km from the owner’s place of residence or only within the city/region;

driving a vehicle without passengers;

only for driving at a speed not exceeding __ km / h;

driving is permitted only when accompanied by the holder of a driver’s license of at least equivalent category;

without a trailer;

driving ban on motorways;

prohibition of driving under the influence of alcohol;

only driving vehicles with alco locks in accordance with EN 50436.

Vladimir Karavaev notes that the described restrictions for drivers and requirements for the design of the car are simply not in Ukrainian legislation and, accordingly, there are no authorities that have the right to apply them to the driver.

“It is clear that there is a medical commission regarding the obligation to wear glasses. But with regard to the design – for example, there is a requirement for maximum pressure on the brake pedal with a specific indicator – or restrictions for the driver, in particular, to travel outside a certain area – we simply do not have a mechanism that will determine these restrictions and control them”.
