transferred to 1,809 schools with 1,003,494 students.
Upgraded equipment is needed by schools in order to:
to improve technological processes of cooking;
switch to a healthy diet;
to ensure proper hygiene of utensils in school canteens;
adhere to the appropriate temperature regime of ready meals.
Most often, equipment was purchased for schools, such as combi ovens, electric stoves, refrigeration equipment, electric frying pans, food warmers, vegetable slicers, electric meat grinders, and dishwashers.
The remnants of the educational subvention, which were directed to the renovation of food units, were distributed by the Government based on the number of students in the regions. Most of the state budget was directed to the budgets of the following regions:
Dnipropetrovsk region (over UAH 32 million);
Kyiv (over UAH 28 million);
Lviv region (over UAH 27 million);
Odessa region (almost UAH 26 million);
Kharkiv region (almost UAH 24 million);
Kyiv region (over UAH 21 million).
From local budgets the most funds were allocated in Kyiv (over UAH 12 million), Lviv (over UAH 10 million), Dnipropetrovsk (over UAH 8 million), Kharkiv region (almost UAH 7 million), Donetsk (UAH 5 million), and Kyiv 4.8 million UAH) areas.
In addition, during 2020, food units were renovated at the expense of a subvention from the state budget to local budgets for the implementation of the program “Able school for better results.” Most of these projects are in Zhytomyr, Vinnytsia, Volyn, Kyiv, and Poltava regions.
School nutrition reform is not limited to the modernization of food units. Comprehensive reform also concerns the improvement of the regulatory framework, which creates conditions for improving the quality of school meals.
The following measures were taken during the year:
Approved the Sanitary Regulations for general secondary education institutions, which, in particular, defined clear requirements for food products for the organization of school meals and introduced the possibility of meeting the special dietary needs of students;
hygienic requirements to food blocks of general secondary education institutions are established;
the methodology on the peculiarities of procurement in the field of catering in educational institutions has been published;
provided methodological guidelines for the development, implementation, and use of the HACCP system;
new norms and procedures for catering in educational and children’s health and recreation facilities have been developed.
It will be recalled that the reform of school nutrition, the development of a safe educational environment, an integral part of which is providing children with healthy, high-quality, and healthy meals, was discussed during the partnership forum “Education of Ukraine 2021: strategic goals and priorities.”
