Tuesday
Complete the agrarian reform 2194 and 2195
Draft Law No. 2194, which proposes to amend the Land Law regarding the liberalization of real estate relations. According to the website of the Council of Ministers, it will end the decentralization of land and eliminate corruption risks in land administration.
As previously noted by former representation Minister of Economy Pavel Coca, “2194 is one of the conditions for obtaining $ 700 million in very cheap credit support from the World Bank.”
Bill в „- 2195 on the sale of land through electronic auctions. As indicated in the Council of Ministers, it regulates legal transparency for auctions for the sale of state lands and complexes.
Legalization of the list of companies prohibited from privatization 4020
Bill 4020 proposes approval of things that are not subject to privatization.
* Joint-stock companies, where the state’s share cannot be less than 50 percent + 1 share – 9 objects;
Business associations and societies, where the state share is 100%, state commercial and state-owned enterprises – 74 entities;
* List of cultural and sports objects – 133 items;
* List of state-owned enterprises that are not subject to privatization, but can be transformed into business associations – 102 entities;
* List of forest creatures – 341 items.
Three bonds for restructuring loans in foreign currencies to those who took them in dollars at a price of 8 4475, 4398, and 4399.
Bill No. 4475 amends Law of Ukraine “On consumer lending”, in particular, in terms of restructuring of debts on loans in foreign currencies, transfer of all monetary obligations in the equivalent of hryvnia, and the write-off of penalties under these loan agreements.
Bill No. 4398 provides for bankruptcy proceedings without the intervention of an arbitration trustee and the possibility for the court to set a minimum amount for the repayment of the debt on the loan.
That is, it amends the Law of Ukraine “On the Deposit Insurance System for Individuals” and the Law on Bankruptcy Procedures in terms of restructuring borrowers ’debts in foreign currency through bankruptcy proceedings.
Bill No. 4399 provides for exemption from personal income tax on debts that have been exempted.
Wednesday
Parcels from abroad up to 150 euros excluding VAT and customs duties 4278 and 4279.
Bill 4278 will allow the delivery of goods to Ukraine up to 150 euros without taxes. The explanatory note states that lowering the limit to € 100 in 2019 was not effective.
Thus, the deputies noted that lowering the limit to 100 euros led to a decrease in the number of items in Ukraine, a decrease in the revenues of international postal and international carriers and international transport companies, as well as an intensification of “gray” schemes to import goods across the border.
Bill No. 4279 proposes the introduction of additional temporary records and obliges transport companies to declare all cargo.

Agricultural proceeds 2805-d
Bill 802805 aims to improve legislation, as stated in the explanatory memorandum, which will increase the ease of circulation, efficiency, and reliability of agricultural receipts, as well as broaden the scope of their use.
Among the bill’s main innovations:
* Determine the legal nature of the agricultural receipt as a guarantee;
* Expanding the range of entities that have the right to issue agricultural receipts;
Creating legal conditions for the issuance of long-term agricultural receipts, which will be implemented in parts;
* Enhancing creditors’ rights guarantees in case of implementation.
