On March 16, the Committee on Agrarian and Land Policy supported the draft Law № 4558 “On Amendments to Certain Laws of Ukraine on Improving State Regulation in the Sphere of Pesticides and Agrochemicals” and recommended the Verkhovna Rada to adopt it in the first reading. This was reported by the press service of the Information and Analytical Portal of the AIC of Ukraine.

The aim of the project is to eliminate numerous problems in the field of state regulation of the circulation and use of pesticides that have accumulated in recent years in this area.
In particular, changes are proposed in the field related to pesticides and agrochemicals:
– clearly delineate and balance the powers of public authorities;
– eliminate duplication of powers of regulatory authorities;
– to settle the issue of maintaining the State Register of Pesticides and Agrochemicals in electronic form;
– bring the requirements to the content of the label and to the labeling in compliance with EU legislation;
– repeal the provisions of the Law on Special Raw Materials Areas Designed for Growing Products for Baby and Dietary Food and on Compulsory Insurance of Economic Activities in the Sphere of Storage and Use of Pesticides and Agrochemicals, as those that do not comply with EU legislation;
– to regulate the issues of handling pesticides and agrochemicals that have been recognized as falsified;
– repeal other provisions of the Law that are archaic, duplicate each other, are subject to the regulation of other Laws of Ukraine, do not comply with EU law, or create legal conflicts.
According to Deputy Minister of Economic Development, Trade, and Agriculture of Ukraine Serhiy Glushchenko, the adoption of the draft law will bring the legislation of Ukraine in the field of pesticides and agrochemicals closer to the requirements of EU legislation.
“The adoption of the law will eliminate duplication of powers of different authorities in the field of pesticides and agrochemicals, create modern and more adequate regulation of relations in this area and expand the capacity of government agencies to combat counterfeit pesticides and agrochemicals,” he said.
It will be recalled that the agricultural committee supported the bill to ensure the activities of the Ministry of Agrarian Policy.
