Minister of Culture Alexander Tkachenko announced that the Museum of Contemporary Art and the cultural hub are proposed within the framework of the Great Restoration project.
The Minister of Culture took the initiative to create a Museum of Contemporary Art and a cultural hub on the basis of the Guest House. It is proposed to implement this idea within the framework of the Great Restoration project. In addition, Oleksandr Tkachenko addressed the Prime Minister regarding the transfer of the Gostiny Dvor to the ICIP balance.
“For many years, the Guest House simply collapsed. And because of the position and decisions of previous statesmen, who were obviously not in favor of the object, I understand the public concern. That is why I publicly declare: The guest house will in no case be transferred for private development, “the Minister of Culture said.
At the same time, Oleksandr Tkachenko assures that the Ministry of Culture is ready to cooperate with activists and lawyers to save the Gostiny Dvor.
All steps in the organization of work promise to discuss with the public and cover in public.
“The Ministry is already in dialogue with public organizations that seek to jointly promote the establishment of the Museum of Contemporary Art and its proper functioning, similar to the experience of European countries. In particular, from the NGO “Museum of Contemporary Art”, which represents the interests of the professional community: artists, curators, critics, art critics, museum workers. We plan to sign a Memorandum between the parties in the near future, “the Minister of Culture assured.
Oleksandr Tkachenko also said that he was convinced that the appeal to the Cabinet of Ministers to transfer the Gostiny Dvor to the ICIP was a state position that would allow to restore and restore the Gostiny Dvor, as well as create a Museum of Contemporary Art and one of the best cultural hubs in the country.
“I hope that the Government will support our initiative, ” the Minister of Culture wrote.
By the way, Kyiv has been insisting for several years on the transfer of the Gostiny Dvor to communal ownership. Kyiv Mayor Vitaliy Klitschko has repeatedly stressed the city’s readiness to take the building into the ownership of the city community in order to equip cultural institutions, public and museum spaces thereafter restoration. Also, the Kyiv City Council has repeatedly appealed to the Cabinet of Ministers to transfer this building to the balance of the capital’s community with the obligation to preserve the function of a cultural institution, without privatization.
The living yard has been without a roof, windows, and plaster since the winter of 2013 and continues to collapse. In 2014-2016, the courts revoked the construction permit, after which the work was stopped. In 2018, the court terminated the lease agreement and ordered Ukrrestavratsiya to return the building – a monument of architecture “Guest House” to the Regional Department of the SPFU in the city of Kiev. In January 2019, the Kyiv branch of the State Property Fund registered its ownership of the Guest House on Kontraktova Square in the capital. In February 2019, the Prosecutor General’s Office opened a new criminal case: it wanted to seize the monument, but on November 5, 2019, the Kyiv Court of Appeal decided to close the case on the arrest.
The main shareholder of PJSC “Special Research and Restoration Design Construction and Production Enterprise” Ukrrestavratsiya ” is the Cypriot company” Afidreko Holdings Limited ” (Afidreko Holdings Limited). The director of Ukrrestavratsiya is now Ivan Klochko, and before that he was Dmytro Yarych, a former business partner of Maryna Pelykh, the wife of the former head of the State Administration Andriy Kravets under Yanukovych.
Yarich and Pelykh were co-founders of Kyiv-Art LLC. In addition, Yarich previously worked as a lawyer at the Zoryany cinema in the capital (where the headquarters of the Party of Regions was located), where Pelykh was the director.
