Defense Minister of Ukraine Andriy Taran stated that in order to join the NATO Membership Action Plan, Ukraine must establish democratic civilian control over the Armed Forces.
“Currently, the Defense Ministry is in the process of transforming into an effective civilian-led structure capable of exercising democratic civilian control over the military. The creation of an integrated Euro-Atlantic defense institution continues. This means a clear delineation of authority, responsibility, and accountability of key officials of the Ministry of Defense and the Armed Forces of Ukraine”.
Taran reminded that in August 2020 he signed an order according to which the project “Democratic Civil Control” is being implemented in the Ministry of Defense.
“Its goal is to increase the efficiency of defense management and ensure compliance with the principles of the rule of law, accountability, integrity, and responsibility in the Ministry of Defense and the Armed Forces. Therefore, regardless of positions and ranks, everyone should understand that the dominant function of civilian management in the defense sphere is the Euro-Atlantic imperative, which no one can torpedo or question, ”Taran said.
The result of the project will be the development of a policy of the Ministry of Defense “Democratic governance in the field of defense” in accordance with Euro-Atlantic standards.
On October 25, 2019, the then Minister of Defense of Ukraine Andriy Zagorodniuk during a visit to NATO Headquarters stated that Ukraine and the North Atlantic Alliance agreed to move to a new format of cooperation “One Country – One Plan”, which will incorporate all previous developments and concentrate them under a single structure of control and coordination.
“We are relaunching the format of working with NATO, making it much more practical, results-oriented. It is not only about signing documents, but also about implementing NATO standards, which will be felt by servicemen in the specific future, ”said the new head of the Ministry of Defense of Ukraine.
According to him, NATO intends to offer a format for optimizing and improving cooperation with all Partner countries, and Ukraine will be the first country to gain such experience.
