The project on providing energy-saving and comfortable learning conditions in universities “Higher Education of Ukraine” together with the European Investment Bank (EIB) and the Nordic Environment Finance Corporation (NEFCO) is underway.
The project envisages renovation of educational, research, and support facilities in the universities of Ukraine (more than 200 buildings in 21 universities, which are included in the 1st and 2nd phases of the project) to improve:
“Active preparation for financing the universities of the second stage of the project has begun. These are higher education institutions that will receive funding from NEFCO. They have already signed the loan transfer documents and agreed with NEFCO and the Ministry of Finance on project implementation plans. Procedures for procurement of necessary materials and equipment at universities will be carried out according to NEFCO rules, “said Minister of Education and Science of Ukraine Serhiy Shkarlet.

The energy efficiency of buildings and reduction of operating costs of state institutions of higher education;
quality of teaching, learning, teaching, research, and residential buildings.
Phase 2 universities that signed the agreements:
Kyiv National University of Construction and Architecture (KNUBA);
Ivan Franko National University of Lviv;
Vasyl Stefanyk Precarpathian National University in Ivano-Frankivsk;
Uzhhorod National University.
The total budget of the project is almost 160 million euros. Funding is provided by the European Investment Bank (EIB), the Northern Environmental Finance Corporation (NEFCO), and the Eastern European Partnership for Energy Efficiency and Environment (E5P Fund).
The complex of specific buildings and the corresponding investments in the energy efficiency of each university (“Final Beneficiary”) is a subproject. Subprojects together make up the Project.
At the end of 2020, the participants of the 1st phase of the project signed 7 loan transfer agreements.
Thus, the National Pedagogical University named after MP Drahomanov, based on the results of tender procedures conducted in accordance with international rules, concluded contracts with contractors for the overhaul of buildings totaling more than 180 million UAH. Funding for the contracts will begin shortly after the first installment of NEFCO funds is received.
The other 6 universities in this phase are in the process of concluding design and authorization contracts with the company (winner of the tender procedures) for a total of more than 5.5 million euros. They will be financed by the EIB:
Lviv Polytechnic National University;
National Technical University “Kharkiv Polytechnic Institute”;
Yuri Kondratyuk Poltava Polytechnic National University;
Chernihiv Polytechnic National University;
Sumy State University;
Vinnytsia National Technical University.
