As you know, daylight saving time occurs annually on the last Sunday in March. And on the last Sunday of October, the hands of the clock again switch to winter time – one hour ago.
The transfer of arrows in our country has been carried out twice a year since 1996 in accordance with the resolution of the Cabinet of Ministers “On the procedure for calculating time on the territory of Ukraine.”
Seasonal transfer of watches is the cause of much controversy. Yes, on the one hand, it is believed that it helps reduce electricity consumption, but on the other – can negatively affect people’s well-being.
In this regard, in September 2011 the transition to winter time was canceled by a resolution of the Verkhovna Rada, but in October, due to a barrage of criticism from the public, the parliament declared the document invalid.
And on February 18, 2021, the press service of the Verkhovna Rada reported that the Committee on Economic Development recommended to the deputies to adopt as a basis the bill of the Deputy Speaker of Parliament Ruslan Stefanchuk “On calculating time in Ukraine” 2014201.
If this bill is passed, the transition to winter and summertime will be canceled and a single time will be set for Kyiv, which corresponds to the current wintertime – UTC +2. The author of the document refers to the opinion of most scientists that the seasonal transfer of arrows is harmful to health, and its role in saving electricity has not been proven.
