President Volodymyr Zelensky stressed during a discussion in a meeting he chaired, according to the president’s website, that civil servants should work for the benefit of citizens, and decentralization should be deepened to improve living standards in regions.
“The citizen must trust the state – only then will Ukraine succeed,” the president said. That is why we need to build a professional and honest civil service that works in the interest of the citizens. We must ensure the full openness of government and the efficient use of resources.”

For his part, Minister of State for Prime Minister Affairs, Ole Nimchenov, said that the government is working to develop a system of executive bodies that are understandable to citizens so that dialogue and interaction between the authorities and citizens are transparent and comfortable.
To do this, he added, it is necessary to increase the speed and improve the quality of administrative services, to give an objective assessment of the social and demographic situation in the country, which will effectively finance the social, educational, medical, and cultural fields.
“Digitization, transparency, and youth participation in public administration and educational work – all this is an integral part of the goals,” he said.
It was also stressed during the meeting the need to deepen the decentralization of power to reform the public administration. “The authorities should see the problems on the ground, not from the windows of their Kiev offices. Deepening decentralization will increase improvements in the regions and provide opportunities for employment on the ground.”
In addition to the quality of public services, effective regional governance, effective local self-government, digitization of regions, housing loans, good water supply, and household waste management.
In this context, Minister of Community and Regional Development Oleksiy Chernisov said, “The volume of private capital that is attracted and the number of jobs created will be the main indicators of regional development, because the social sphere will develop from this, and the size of tax revenues will depend on it.
And within a few years, we will build an adequate and accessible infrastructure: 100% of the schools will meet the best conditions for a comfortable space, and every community of up to 20,000 residents will have a high-quality playground, and emergency assistance will arrive in no more than 20 minutes.”
The meeting, chaired by Volodymyr Zelensky, was attended by Chief of the Office of President Andrei Yermak, Prime Minister Denis Schmigal, Minister of State Ole Nimshenov, Minister of Community and Regional Development Oleksiy Chernyshov, Deputy Head of the Office of President Kirillo Tymoshenko, and First Deputy Prime Minister.
And from the Verkhovna Rada of Ukraine, Oleksandr Kornenko, Chairman of the Parliamentary Committee for the Organization of State Power, Local Self-Government, Regional Development, and Urban Planning Andrei Klushko, advisor to Prime Minister Kirillo Krivolab.
