In Ukraine, they want to oppose fictitious volunteer activities. The Committee on Social Policy and Protection of Veterans’ Rights recommends that the Verkhovna Rada adopted the relevant bill No. 4521.

“The Committee, having considered the issue of the expediency of including in the agenda of the session of the draft law … to support volunteer activities No. 4521, recommends to the Verkhovna Rada to include it in the agenda of the session and take it as a basis,” the message says.
The law “On Volunteering” is proposed to be supplemented with a new section, which will determine the specifics of volunteering with the involvement of foreigners and/or stateless persons.
It is indicated that fictitious volunteer activities can facilitate the receipt by foreigners and stateless persons of a residence permit on the territory of Ukraine without proper grounds.
The law offers the following precautions:
checking these persons for a threat to the national security of Ukraine,
verification of their actual implementation of volunteer activities and the removal of organizations/institutions from the List in case of violation by them or by the persons they engage with the obligations established by law.
At the same time, the inclusion of organizations in the list will take 20 days from the date of submission of the application and include the verification of the organization, documents through the Security Service of Ukraine.
According to the document, volunteers cannot provide their volunteer assistance individually to the Armed Forces of Ukraine, other military formations, law enforcement agencies, government bodies during a special period, legal regimes of a state of emergency or martial law, or anti-terrorist operation.
Such assistance can only be provided in cooperation with relevant organizations and institutions on the basis of a written agreement on the implementation of volunteer activities.
In early March, the Verkhovna Rada obliged foreign citizens to submit biometric data when applying for visas. The People’s Deputies adopted as a basis and as a whole the bill №3630.
BP also recommends changing migration legislation by improving the norms of Ukrainian legislation on the stay of foreigners and stateless persons on the territory of Ukraine.
