Yuri Shafarenko, Deputy Head of the State Agency for Energy Efficiency stated that the State Agency for Energy Efficiency and Energy Saving of Ukraine has developed four bills to accelerate the transition to biofuels.
“Currently, the Cabinet is preparing to consider a bill on the development of trade in solid biofuels, which should formalize the solid fuel market, ensure a reliable supply of biofuels, price stability, set fuel quality requirements for bio CHP,” he explained.
The second bill “On promoting the cultivation of energy crops” is already in agreement with the executive branch, which aims to remove barriers to the cultivation of energy crops on low-yielding lands and provide appropriate state support.
The third bill on the development of the biomethane market is designed to introduce a mechanism for trade-in biomethane and to establish guarantees of origin of biomethane, which is in agreement.
The fourth bill on exemption of biofuels from the tax on carbon dioxide emissions is in the process of approval, which provides for reducing the tax burden of bioenergy and improving the investment attractiveness of projects in this area.
“These initiatives will allow Ukraine to completely abandon natural gas imports. Given the maximum possibilities for the use of biofuels in Ukraine: agricultural waste, energy crops, biogas, biomethane – the potential for import gas substitution can reach 37 billion cubic meters of gas per year, “said Yuri Shafarenko.
